CFTC Commissioner Goldsmith Romero Announces Staff Appointments

— CFTC Commissioner Christy Goldsmith Romero announced today the appointment of Nora Flood and Philip W. Raimondi as members of her executive staff.

Nora Flood, Senior Counsel and Policy Advisor

Nora joins Commissioner Goldsmith Romero’s office from the CFTC’s Legal Division, and brings nearly a decade of CFTC experience to her new role. Most recently, Nora served as a Senior Assistant General Counsel, focusing on legislative and intergovernmental matters, including legislative matters relating to digital assets. Previously, Nora spent several years with the Chief Counsel’s Office of the CFTC’s Division of Market Oversight, providing legal support and guidance to the Director and Division staff on a range of complex issues relating to the CFTC’s oversight of derivatives markets – including, in particular, issues relating to exchange registration and regulation, and international coordination. She has received the CFTC Chairman’s Award for Staff Excellence, as well as two Staff Excellence team awards.

Nora has also served as a Special Counsel with the Securities and Exchange Commission’s Division of Trading and Markets, where she supported the implementation of the new regulatory regime for security-based swap dealers. Prior to her government service, Nora held positions as in-house counsel with an international bank and a Fortune 100 insurance company. She began her career as a corporate law associate, first with the Toronto office of Baker McKenzie, and then with the New York City office of Goodwin Procter. 

Nora received her B.A. from Kenyon College, and her J.D. from the University of Toronto Faculty of Law. She holds an LL.M. in Securities and Financial Regulation from the Georgetown University Law Center. 

Philip W. Raimondi, Senior Counsel and Policy Advisor

Philip joins Commissioner Goldsmith Romero’s office from the Legal Division’s Regulatory Group, where he served as a Senior Assistant General Counsel of the agency. In this role, Philip provided regulatory counsel to the Commission and across divisional leadership, primarily focused on complex and novel product and jurisdictional matters. As part of this role, Philip was the Legal Division’s primary contact for all digital asset and climate risk-related product inquiries. 

Philip has led several notable teams at the CFTC, including foreign equivalence determinations, reviews of legislative proposals, and the only published interpretive guidance regarding the agency’s jurisdiction over digital assets. Philip has received multiple Chairman’s Awards for Staff Excellence as a result of these efforts. Philip joined the CFTC as a member of the Chief Counsel’s Office of the Division of Market Oversight nearly seven years ago.

Prior to government service, Philip served as a Vice President of an international bank, providing a wide range of regulatory guidance to an active global trading floor. Philip was also previously an associate at Herrick, Feinstein LLP within the Securities, Futures and Derivatives Litigation and Regulatory Group, where his practice included representing clients in connection with government and regulatory investigations and white-collar prosecutions. Before law school, Philip worked for a large futures brokerage firm and clerked among the NYMEX trading pits.

Philip received his B.B.A. from Pace University – Lubin School of Business, and his J.D. from Seton Hall University School of Law.
