According to a decision of the Regulatory Oversight Committee (ROC), the regulatory supervisory body of the global LEI system, the Central Securities Depository of Poland (KDPW) has been awarded the pre-LOU status. As a result, identifiers assigned by KDPW in order to report data to trade repositories become pre-LEIs. This also concerns identifiers (KEIs) assigned by KDPW before 27 December 2013.
The ROC’s decision confirms that as a numbering agency, KDPW conforms to the global standards of LEI assignment. Identifiers assigned by KDPW are universally accepted and recognised around the world.
On 29 November 2013, KDPW began to assign KEIs – identifiers under ISO17442 according to the LEI standard. KDPW also ensured that KEIs would become pre-LEIs once KDPW obtains the pre-LOU status (and eventually LEIs). On 19 August 2013, the Central Securities Depository of Poland was assigned a prefix (2594) necessary to assign legal entity identifiers (LEIs). The prefix was granted by the ROC and identifies the codes assigned by KDPW in the global LEI (pre-LEI) system. The Polish Financial Supervision Authority acting as a sponsoring authority of the national institution as an LOU (pre-LOU) requested the prefix for KDPW from the ROC .

LEI - Legal Entity Identifier – a unique 20-character alphanumeric identifier of an entity trading on the global financial markets.
GLEIS - Global LEI System – system of assignment of globally unique identifiers LEIs. GLEIS operates through interacting local operating units (LOU) which assign identifiers to market participants around the world within a single system.
LOU (pre-LOU) - Local Operating Units – local units authorised to assign LEIs within the global system GLEIS (e.g., KDPW).
