California and the Canadian province of Quebec, which run North America’s biggest carbon market, cut short their first joint sale of greenhouse-gas allowances, citing “technical difficulties.”

Some companies weren’t able to submit bids for allowances during today’s auction, David Clegern, a spokesman for the California Air Resources Board, said in an e-mailed statement from Sacramento today. The agency said on its website that qualified bidders would receive an e-mail about rescheduling the sale.
